Realistically you should be able Co-Op with as many players as you want, from solo to a 4 player squad. This Spec Ops is certainly easy enough where it can be done solo. They need to bring back custom loadouts for co-op too. Not being able to level up or play with custom weapons really sucks and kills replay value.
