Housing is not only a cosmetic feature, they can integrate gameplay features like upgrades that need you to complete some kind of content, etc. The problem its that the game alredy have somekind of housing system in the forms of guildhalls. Overall I'm indifferent about having or not having housing. I claimed a guild hall for my solo guild, and am treating it as housing. It would be ideal to not have to cannibalize an existing system (a guild slot) to replicate a non existent one (player housing), but my itch for player housing is now satisfied.

Im planning on buying Gw2 during the 75% off sale and I wanted to know if the Digital Deluxe edition is worth the extra 5$ since I never played Gw or Gw2 and have no clue what it gives me. All you really get with the Deluxe edition is an underpowered Elite skill and a minipet. The elite is pretty much useless at 80.
Housing for each player char is their own ideal, whereas on would be a small landowner/Gardner another would be a leader in the beggars guild and have a hidden nook in the slums, some more would be a noble with a manor house, a military man might prefer an apartment on a square near his service office.
Home Instances is GW2 answer to player housing. They built an entire storefront around it. To a limited degree, Guild Halls are also a type of housing, albeit few will ever be able to acquire one and fully upgrade it for personal use. I don't really see that changing given limited resources the devs have.

All I remember Anet saying about player housing is that it will be coming after launch when guild halls get added. I don't think they've said anything about what they intend to do with it. I don't think they've even said if it'll be linked to the home instance or to the guild halls yet. As for the home instances, those are for the personal story.
